Yeah. You'd think after the first few times I'd remember to select the tile and not the unit, but I kept forgetting. Then the enemy would walk around and kill my own guys. Just figures.
Actually, if you target the tile, and the enemy moves...then you just waste your spell.
What you need to do is bring up that chart the tells you whose turn is coming up (when you choose your spell tap right on the d-pad). From there you can see when your spell will go off and when your target will move.
You target the tile only if you are certain the enemies BORDERING the tile will not be able to move out of the way in time.
Other than situations like that, you are generally correct in your habit of selecting the unit over the tile.
Haha thanks for the tip. I actually figured this out already, but sometimes I get a little button happy and this is the result. This game is so addicting. Thanks for the comment
I'm actually playing the Straight Class challenge to this game. My team is all Black Mages....Ever fight has been a close call for somebody or another who was dying and only had one turn left before expiring. I blast thru the enemy though, its just my lack of hit points mean that both my enemy's attacks, and my own, hurt.

sorry, no witty comment here, just a wish of good day and a shameless plug for my gallery.
